“土地财政”在我国城市化进程中举足轻重,它在促进经济增长、缓解地方建设资金压力等方面发挥着重大作用,但由于“土地财政”收支的不稳定与区域不平衡特征,也同时引发了地方财政的风险、产业结构的畸形发展、房价高涨等许多负面效应,带来巨大的潜在风险,因此,需要认真分析地方政府土地财政的收支构成和制度根源,探索破解地方政府土地财政路径依赖的长效机制。
Land finance plays an important role in the process of urbanization in our country. It plays a very important role in promoting economic growth and alleviating the pressure of local construction funds. However, due to the “unbalanced revenue and expenditure of land finance” and regional imbalances , It also brings about huge potential risks due to many negative effects such as the risk of local finance, the abnormal development of industrial structure and the rising of house prices. Therefore, it is necessary to carefully analyze the composition and origin of the revenue and expenditure of land finance in local governments and to explore ways to crack the local Long - term mechanism of government land financial path dependence.
