理论研究和长期实践表明,现代城市应该大力开发和合理利用城市地下空间,随之带来了地下空间开发利用管理研究的新课题。广州作为特大城市,已进入地下空间开发利用高速发展阶段,暴露出的地下空间开发利用管理体制问题愈加突出。从广州市地下空间开发利用管理体制的现状着手,指出当前地下空间开发利用管理中存在的问题,进而剖析国内外地下空间开发利用管理体制的启示和可供借鉴的经验,最后从兼顾专业管理和综合管理的角度,通过充分利用广州市城市规划委员会的管理平台,改革完善广州市地下空间开发利用综合管理体制的构想。
Theoretical research and long-term practice show that modern cities should make great efforts to develop and rationally utilize urban underground space, and bring along new topics in the research on the management of the development and utilization of underground space. Guangzhou, as a mega-city, has entered a stage of rapid development and utilization of underground space, exposing the issue of management and development of underground space more and more. From the current situation of the development and utilization of underground space in Guangzhou, the paper points out the problems existing in the management of the development and utilization of underground space, and then analyzes the enlightenment and experience of the development and utilization of underground space at home and abroad. Finally, from the perspective of professional management and From the perspective of integrated management, the concept of integrated management system for the development and utilization of underground space in Guangzhou will be reformed and optimized by making full use of the management platform of Guangzhou City Planning Commission.
