荆门市总工会的工作实践证明,加大建会力度,应注重发挥“四个效应”。一要发挥机制效应,加大督办力度。工作机制,即一项工作的内在联系。机制建立得好,工作就有活力。否则,就是一盘散沙。抓新建企业建会工作,就是要建立目标责任管理机制。今年初,荆门市总将省总的目标任务分解到各县(市)之后,给了各地一些压力。有的地方工会干部反映注册企业数与实际数存在一定差距,对完成任务难度较大。但经过一段时间的调查摸底后,将一些尚未建会的、统计中漏掉的、异地经营的企业找了出来,之后才发现,完成任务的关键还是在工作。这就是机制带来的效应。抓建会工作,必须实现目标的动态管理,根据阶段目标对工作任务逐项具体细化,抓好每一环节,使其环环相扣,保证目标任务的完成。目标管理机制,离不开奖惩机制。新建企业工会组建
