铁道部,信息产业部,民航总局,各省、自治区、直辖市及计划单列市外经贸委(厅、局),中国人民银行各分行、营业管理部,国有独资商业银行,中国进出口银行,国家开发银行,中国农业发展银行,其他商业银行,各有关外经贸企业: 为加强对企业在国(境)外承揽亚洲开发银行出资的工程项目的管理,降低银行风险,特对《对外承包工程项目投标(议标)许可暂行办法》([1999]外经贸合发第690号)(以下简称项目许可暂行办法)作如下补充规定:
