2003年2月22日,“辽旅渡7”轮在烟台市龙口港附近遇险,随时可能沉没,当时船上有82人,情况十分紧急。烟台地方政府迅速启动了海上特大事故应急救援预案,及时组织了大批渔船前往出事海域进行搜救,除4人落水后因水温过低、经抢救无效死亡外,其余78人获救。这次救援,预案的作用得到了充分的验证,受到中央政府和省委、省政府的表彰,被交通部称为“建国以来海上搜救工作最为成功的一次”。
