本文指出,由于基础研究工作对加速发展社会经济具有重要意义,因此必须提高科研工作的质量和效益。近几十年来,社会科学家、自然科学家、科学史学家、科学学家和心理学家们进行了多方面的探索,提出了多种方法,用来衡量、计算和评定科研成果的意义。文中指出,以往所使用的“经济效益指标”法、“纯形式性指标”法、“引证一指数”法、“分级评定”法、“专家评定”法、“鉴定评定”法都不够完善,未能见效。作者提出了一种从数量和质量上能对科学发明和科学成就衡量其科学意义的评定体系,并提出12条构成这种评定体系的方法论基础原则和标准。
This paper points out that since the basic research work is of great importance to accelerate the development of social economy, it is necessary to improve the quality and effectiveness of scientific research. In recent decades, social scientists, natural scientists, historians of science, scientists and psychologists have made various explorations and put forward various methods to measure, calculate and evaluate the significance of scientific research achievements. The article points out that in the past, the “economic index” method, the “pure formal index” method, the “citation index” method, the “graded assessment” method, the “expert evaluation” method , “Appraisal ” method are not perfect enough, failed to bear fruit. The author proposes a quantitative and qualitative evaluation system that can measure the scientific significance of scientific inventions and scientific achievements and proposes 12 basic principles and standards of methodology that form such a system.
