上海上海市提出的《上海“信息港”工程发展规划》设想,到1997年完成七项重要试点工程,使信息传送网及若干重大信息应用系统的建设取得进展,打好基础;到2000年完成基础结构框架建设;2010年全面建成,步入信息化社会。目前一些重点建设已经开始落实施实。广州《广州市十五年基本实现现代化总体发展方案》规定:到2005年。“广州市将成为南中国地区最大的金融中心、贸易中心、信息交流中心、文化教育中心、高科技轻型工业中心和交通运输中心城市,成为在亚太经济乃至世界经济中占有重点地位的现代化国际大都市”。作为广州市第三产业十大体系之一的信息和咨询业在力争超前发展,继去年中共广州市委研究室等单位提出《关于加快广州市信息和咨询业发展的若干意见》之后,市计委、科委于今年颁布并已开始实施《广州市信息和咨询企业资格认定暂行办法》。

Following the proposal made by the CPC Guangzhou Municipal Committee and other departments last year on “Several Opinions on Accelerating the Development of Guangzhou’s Information and Consulting Industry”, the Municipal Planning Commission , Science and Technology Commission promulgated this year and has begun to implement the “Provisional Measures for the Qualification of Guangzhou City Information and Consultancy Enterprises.”
