20世纪末,墨西哥开始自下而上地倡导多元化纠纷解决机制。2008年,联邦政府将多元化纠纷解决机制确定为一项宪法性义务,各州纷纷制定相关法律。在20年的发展过程中,调解制度表现出各州发展格局不一、调解模式多元化和美国化、公众参与度高的特点,这些特点集中反映在调解类型、调解程序及调解员制度。

At the end of the 20th century, Mexico started to promote a pluralistic dispute resolution mechanism from the bottom up. In 2008, the federal government defined a mechanism for the resolution of disputes as a constitutional obligation, and various states enacted relevant laws. In the course of 20 years of development, the mediation system shows the characteristics of the development pattern of states, the diversification of conciliation modes and the high degree of Americanization and public participation. These characteristics are mainly reflected in the types of conciliation, the mediation procedure and the mediator system.
