在人工林利用逐步替代天然林利用的转换起始阶段,必然要求有其相适应的经营体制。即要摒弃条块严统死管,实行简政放权;运用价值规律和经济杠杆宏观调控,提高林业自我发展的能力;通过立体开发、商品生产、集约经营等渠道,提高资金使用效果;以部门宏观控制与企业自我调节相结合调动积极性,提高整体经济效益。从帽子峰林场7年巨变的实例,资源、资金良性循环的分析评价,10项经济效果指标改革前后对比的展示作为佐证,肯定前述理论基点的正确性。为此,从办场原则、发展方针、经营路线、管理策略方面总结出:艰苦创业,开拓前进;集约经营,立体开发;全面核算,奖惩分明;目标明确,民主监督。
In the initial stage of conversion of the use of plantation to gradually replace the use of natural forest, it is inevitable to have its own operating system that is suitable for it. That is, we should abandon the strict control of death control and implement simple administration and decentralization; use the law of value and the macro-control of economic levers to improve the ability of forestry to self-development; improve the utilization of funds by means of three-dimensional development, commodity production and intensive management; The combination of macroeconomic control and self-regulation by enterprises mobilizes enthusiasm and enhances overall economic efficiency. From the example of seven years of change in Hatting Forest Farm, analysis and evaluation of the virtuous circle of resources and funds, and the comparison of ten economic effect indicators before and after the reform as evidences, we affirm the correctness of the above theoretical basis points.
