Today, Japanese businesses are more connected to the rest of the world than ever before. This message is further conveyed by the upcoming acquisition of part of Japan Telecom by US-based private equity fund Lionwood. Japan’s appetite for foreign direct investment is on the rise, and the above deals provide the latest evidence. The Financial Times published an article saying that Japan must reform before it can attract foreign direct investment. Earlier, Japan made several landmark deals with foreign companies, including Renault’s acquisition of the controlling stake in Nissin Motor in 1999 and the earlier acquisition of Japanese long-term credit bank by Theodore Wood. Although it is possible to list the names of these famous companies, this only shows one aspect of the problem. The reality is that in the face of global competition, Japan is losing ground in attracting foreign direct investment. UNCTAD data shows Japan ranks 14th out of 140 countries in terms of what the organization calls “FDI potential,” but Japan ranked 131st only in terms of actual foreign direct investment performance. Recent figures show that in the 2002-2003 fiscal year, foreign investment in Japan increased only marginally by 0.4% to 1.8 billion U.S. dollars. According to UNCTAD data, while China’s foreign direct investment reached nearly 53 billion U.S. dollars, the U.S. foreign direct investment amounted to about 44 billion U.S. dollars in the same period. Last year, China became the largest recipient of foreign direct investment in the world for the first time. In addition, according to the International Monetary Fund, since its own statistics, the cumulative share of Japanese foreign direct investment accounts for only 1.2% of the GDP, while in the United States and Europe, the figure is close to 30%. In response, Japanese Prime Minister Junichiro Koizumi recently pledged to double Japan’s foreign direct investment within five years. “We will take steps to show foreign companies that Japan is an attractive investment destination, not a threat to foreign investment,” he said.
