目的探讨深圳市宝安区某社区卫生服务中心平衡计分卡绩效考核在慢性病管理的应用价值。方法随机抽取2015年1—6月份深圳市宝安区某社区卫生服务中心辖区2 000例慢性病患者为研究对象,随机分为观察组和对照组各1 000例,观察组采取平衡计分卡的慢性病管理绩效考核方式,对照组采取传统的慢性病管理绩效考核方式,比较两组慢性病管理的评价指标、各项临床指标及各项生活习惯质量指标。计数资料比较采用χ2检验,P<0.05为差异有统计学意义。结果观察组的指标完成率、档案建立率和规范管理率、满意度、血压达标率、血脂达标率、非药物治疗知晓率和慢性病知识知晓率、戒酒率、低脂摄入率、低盐摄入率、遵医行为率和药品依从率与对照组比较均有显著性提高,差异均有统计学意义(均P<0.05)。结论平衡计分卡制绩效考核有利于健全和完善以预防为主的基层社区卫生服务模式,充分体现按劳分配、效率优先的原则,有利于提高慢性病疾病的管理质量,并且提升了患者满意度。
Objective To explore the application of BSC performance assessment in chronic disease management in a community health service center in Bao’an District of Shenzhen City. Methods A total of 2 000 chronically ill patients from a community health service center in Bao’an District of Shenzhen from January to June in 2015 were randomly divided into observation group and control group with 1 000 cases in each group. Chronic disease Management performance appraisal method, the control group to take the traditional chronic disease management performance appraisal method, the two groups of chronic disease management evaluation indicators, the clinical indicators and various lifestyle indicators of quality. Counting data using χ2 test, P <0.05 for the difference was statistically significant. Results The completion rate, file establishment rate and standard management rate, satisfaction rate, blood pressure compliance rate, blood lipid compliance rate, non-drug treatment awareness rate and chronic disease knowledge awareness rate, abstinence rate, low fat intake rate, low salt The intake rate, compliance rate and drug compliance rate were significantly increased compared with the control group, the differences were statistically significant (P <0.05). Conclusion The performance appraisal of BSC is conducive to improving and perfecting the basic community health service model with prevention as the mainstay, fully reflecting the principle of distribution according to work and giving priority to efficiency, which helps to improve the management quality of chronic diseases and enhance patient satisfaction .
