这次会议是水利部成立以后召开的全国农村水电工作会议。新组建的水利部是国务院的水行政主管部门,并负责全国水利行业管理。在水电的分工上,以防洪、灌溉、供水为主的水电站由水利部门负责开发,农村水电站及其供电电网由水利部实行归口管理。为此,水利部设立了农村水电司,任务是负责全国中小水电站及其供电电网以及100个农村电气化试点县的建设和管理工作。农村水电司的成立,说明国务院十分重视中小水电站和配套的地方电网建设,十分关心我国农村电气化事业的发展。
This meeting is the national rural hydropower conference held after the establishment of the Ministry of Water Resources. The newly formed Ministry of Water Resources is the water administrative department of the State Council and is responsible for the management of the national water conservancy sector. In the division of labor between hydropower, flood control, irrigation and water supply are mainly to be developed by hydropower departments. Rural hydropower stations and their power supply grids are under the centralized management of the Ministry of Water Resources. To this end, the Ministry of Water Resources has set up the Rural Hydropower Department with the task of building and managing the nation’s small and medium-sized hydropower stations and their power grids and 100 rural electrification pilot counties. The establishment of the rural hydropower department shows that the State Council attaches great importance to the construction of small hydropower stations and supporting local power grids and is very concerned about the development of rural electrification in our country.
