吕海寰,字镜宇,莱州府掖县人,1842年(清道光二十二年)出生。清末著名外交家,中国红十字会创始人。历任工、兵、外务部尚书,曾出任驻德国兼荷兰国大臣,著有《庚子海外纪事》、《奉使金鉴》等。在维护主权等方面,较之当时的“道歉”使节,功劳卓著,遂以善办外交而著名。遭嫌赴京攻习制艺吕海寰,少时家綦贫。祖父书成,经年外出就馆;海寰3岁时,父晋陟亦游幕外省;全家赖母李氏精女红刺绣维系生计。海寰启蒙从师罗先生,及至祖父归来,即随祖父课读。海寰12岁时,能作八股
