党的十六届四中全会提出了加强党的执政能力建设的重大课题。显然,不断根据新情况,运用正确的政策推动经济社会发展,则是加强党的执政能力建设的重要内容。那么,如何与时俱进实施政策研究上的创新?在政策目标上,从偏重于经济发展向全面推进经济社会协调发展创新改革开放走到今天,我国国力不断增强,但如果仍然仅仅单纯追求经济增长,而忽视经济社会的全面发展将会带来更多问题。近年来,我国出现的能源紧缺、生态环境恶化、地区发展和收入分配差距扩大、社会矛盾增多等问题就证明了这一点。
