公共协商机制的建立,更有赖于一个日益成熟的公民社会。近些年来,由投建PX项目而导致的公众与政府间的冲突日益增多,先有厦门,继而大连、宁波、昆明,近有茂名,从沿海到内地,此起彼伏。除此之外,各地在诸如建设垃圾焚烧厂、架设信号塔等公共项目上,也产生了类似的冲突,几成燎原之势,最近杭州的垃圾焚烧厂之争即是一例。观其结果,往往是政府在强大的民意面前低头,或缓建、或停建、或下马,总之使项目不了了之。一贯强势的公权力在公众的呼声中退让,似乎是庶民的胜利、民主的进步,但细察事件进展、细究各方理据,却并非如此简单。
The establishment of a public consultation mechanism depends more on an increasingly mature civil society. In recent years, the conflict between the public and the government caused by the construction of the PX project has been increasing. First, there were Xiamen, and then Dalian, Ningbo, Kunming, Maoming, and the coast from the mainland to the Mainland. In addition, similar conflicts have taken place in various public projects such as the construction of a garbage incineration plant and a signal tower to be built in various places. The recent battle in a waste incineration plant in Hangzhou is an example. The result is often that the government bowed its eyes to strong public opinion, or it has been slowed down, suspended or halted. In short, the project can not be completed. The always strong public power concessions in the public voice seems to be common people’s victory and progress in democracy. However, scrutinizing the progress of the incident and scrutinizing the arguments of all parties is not so simple.
