“制度建设更带有根本性、稳定性和长期性。”[1]重视制度建设,完善制度机制,发挥制度作用,是新时期新阶段反腐败战略的必然选择。警示训诫防线是在党的反腐倡廉理论指导下,总结吸收改革开放和社会主义市场经济条件下党风廉政建设的经验,贯彻落实党中央反腐倡廉战略方针,适应党风廉政建设和反腐败斗争的新形势新要求,结合反腐倡廉的实际,而形成的以实践为鲜明特征、以制度为主要支撑的反腐防腐新防线。
“System construction is more fundamental, stable and long-term.” [1] Emphasis on system construction, perfecting institutional mechanisms and giving play to the role of the system are the inevitable choices for the anti-corruption strategy in the new phase of the new era. Under the guidance of the party’s anti-corruption and clean government theory, the warning and cautionary lines of defense have summed up the experience of building a party-style and honest government under the conditions of reform and opening up and the socialist market economy. They have also implemented the party’s Central Government’s strategic guideline of fighting corruption and advocating clean government, Combating Corruption and Advocating Honest Practices, a new line of anti-corruption and anti-corruption with practice as the distinctive feature and system as the main support has been formed.
