一、前言 1992年8月24日韩国和中国正式建立了外交关系,这给两国带来了美好的发展前景。最近随着两国首脑的会谈,两国达成了友好的合作伙伴关系,从而加深了两国间的友谊。 最近,东亚地区遭受严重的金融危机和外汇短缺。泰国和印度尼西亚的金融危机和外汇短缺也影响到了韩国,使韩国的经济受到了极大的打击。为了防止再次发生这种金融危机和外汇短缺现象,我们有必要分析亚洲地区外汇短缺的主要原因及其特点,并摸索出亚洲地区经济合作的可能性方案。韩国对金融危机和外汇短缺所分析出的原因和采取的对策,可以认为是为此次危机作出了一定的贡献。 此文将说明东亚的经济危机和外汇短缺的原因,其次讨论韩国外汇短缺的原因和特点;再次分析韩国对此次危机和外汇短缺所采取的措施,在实行该措施时所遇到的问题等;最后强调了经济合作的必要性。作者论述了东亚地区经济合作的方向,尤其是对在稳定外汇市场,保证国际社会的经济流通方面。
I. Foreword The formal establishment of diplomatic relations between South Korea and China on August 24, 1992 has brought bright prospects for development to both countries. Recently, with the talks between the leaders of the two countries, the two countries have reached friendly cooperative partnership and deepened the friendship between the two countries. Recently, East Asia suffered a serious financial crisis and a shortage of foreign exchange. The financial crisis and the shortage of foreign exchange in Thailand and Indonesia also affected South Korea, which greatly affected South Korea’s economy. In order to prevent the recurrence of such financial crises and foreign exchange shortages, it is necessary for us to analyze the main causes and characteristics of the foreign exchange shortage in the Asian region and find out the possibility of economic cooperation in the Asian region. South Korea’s analysis of the causes of the financial crisis and foreign exchange shortages and the countermeasures taken can be regarded as contributing to the crisis. This article will explain the reasons for the economic crisis and the shortage of foreign exchange in East Asia. Second, we will discuss the causes and characteristics of the shortage of foreign exchange in South Korea. If we analyze again the measures taken by South Korea for this crisis and foreign exchange shortage and the problems encountered in implementing this measure, Finally, the necessity of economic cooperation is emphasized. The author discusses the direction of economic cooperation in East Asia, especially in terms of stabilizing the foreign exchange market and ensuring the economic circulation of the international community.
