●在北京,每年10月对处级以上干部进行英语测试,已经成为“京城官员必演节目”,其主要目的是为境外培训储备后备人才。 ●培养一批具有战略思维、世界眼光,熟悉国际惯例,适应实施外向带动战略的高素质复合型领导人才,已成为中央和地方在职干部培训的重点。 ●目前,在中央和省级部门有很多官员都有海外留学背景,这一群体的人数正在呈现明显的上升势头。
