根据最新资料 ,比较系统地介绍了日本林业的森林计划体系 ,以及在由传统林业向现代林业转变的跨世纪的转换期中 ,日本林业发展的全盘性的、战略性的总体布局。进而 ,对日本森林计划能够顺利实施的原因做了分析 ,认为国家财政充分有效的投入以及健全的法律规范是日本森林计划得以实施的根本保障措施。日本的一些做法对于我国林业经济体制的改革有一定的借鉴意义。
According to the latest information, we systematically introduced the forest planning system of Japan’s forestry industry and the comprehensive and strategic overall layout of Japan’s forestry development during the trans-century conversion period from traditional forestry to modern forestry. Furthermore, it analyzes the reason why Japan’s forest plan can be implemented smoothly. It considers that full and effective government investment and sound laws and regulations are the fundamental safeguards for the implementation of Japan’s forest plan. Some Japanese practices have some reference to the reform of China’s forestry economic system.
