油田企业经过重组改制后,存续企业按照“走出去”的发展战略,努力开拓国际市场。但由于外部队伍远离油田,资金管理方面的问题较为突出地暴露出来,如外部应收账款居高不下、资金回笼不及时、坐支现金和账外资金问题严重等等,从而制约了油田整体资金的有效使用,给油田存续企业发展埋下了很大隐患。为此,有必要强化油田外部施工项目资金管理,以提高资金整体营运效益。
