In the 1980s, especially from 1985 to 1988, with the promotion of China’s opening up policy, the economic cooperation between the Mainland and Hong Kong formed its first climax since the 1950s. The climax is characterized by the main form of material processing and assembly, with Hong Kong’s low-tech and labor-intensive industries or process shifts as its main content. As a result, Hong Kong and the south China coastal areas, especially the Pearl River Delta in Guangdong, formed a “front- ”Division of labor, the initial realization of the resettlement of production factors and the restructure of industrial structure between the two places, promoting the rapid economic growth in both places. The large-scale “relocation of factories to the north” has also led to the development of cooperation between the Mainland and Hong Kong in all aspects including entrepot trade, financial facilities and technology.
