太湖流域管理局根据水利部统一部署,从流域管理实际出发组织开展了太湖流域水量分配方案编制,目前该方案已通过技术审查,本文着重阐述了分配方案研究的指导理念及创新思路。太湖流域水量分配方案研究紧扣“空间均衡”的治水思路要求,切实体现了“以水资源、水生态、水环境承载能力作为济社会发展的刚性约束”的指导思想;着力解决流域水资源面临的核心问题,技术方法先进,成果具有很强的独创性,为规范流域用水秩序、加强流域综合管理提供了技术依据,具有广泛的应用前景。
According to the unified deployment of the Ministry of Water Resources, the Taihu Lake Basin Authority has organized the preparation of the water allocation plan for the Taihu Lake Basin based on the actual river basin management. At present, the scheme has passed the technical review. This article mainly expounds the guiding concept and innovative thinking of the allocation plan. The research on water allocation in Taihu Lake Basin closely follows the requirements of water control in “space equilibrium” and effectively reflects the guiding ideology of “taking water resources, aquatic ecology and water environment carrying capacity as the rigid constraint of economic and social development” The key issues, technical methods and achievements of the water resources in the basin are very original. They provide the technical basis for regulating the water use order and strengthening the integrated management of the river basin, and have a wide range of application prospects.
