In accordance with the Detailed Rules for the Implementation of the Interim Measures for Performance Appraisal of Construction Finance of Key Counties in Small-sized Farmlands in China (Chuan Cai Nong [2014] No. 32) for the purpose of perfecting the management, incentive and restraint mechanisms for capital construction of key counties and improving the efficiency of capital utilization. Relevant regulations, Sichuan Provincial Department of Finance, Water Resources Department decided to carry out the 2013 small farmland water conservancy key county construction funds performance appraisal work, and commissioned the provincial appraisal association to implement the third batch of 24 key county construction funds performance evaluation.
