随着国家城市化功能的加强,人口向城市不断进入,工业化越来越加强,城市交通拥堵问题越来越严重。本文通过文献分析法总结了以往分析城市交通拥堵的方法,包括数学模型,物理学、工程,指出了这些方法的不足。得出:城市交通拥堵需要一个多主体的网络化治理过程,仅仅依靠自然方法不可行,是一个系统工程,并给出了交通拥堵的网络化治理框架,将道路作为一个公共用品,政府,使用者,第三部门作为网络治理主体,协调网络主体利益关系,权责利合理分配才能从整体上治理城市交通拥堵。
With the strengthening of the national urbanization function, the population has continuously entered into the cities and the industrialization has been strengthened. The problem of urban traffic congestion is getting more and more serious. This paper summarizes the previous methods of analyzing urban traffic congestion through literature analysis, including mathematical models, physics and engineering, and points out the shortcomings of these methods. It is concluded that urban traffic jam requires a multi-agent networked governance process, which is not feasible only by natural methods. It is a systematic project and gives a networked governance framework for traffic congestion. Taking the road as a public utility, the government uses And the third sector as the main body of network governance, coordinating the interests of the main network, rights and responsibilities and reasonable distribution of the overall governance of urban traffic jams.
