中国地域广袤,建设之端,千头万绪;抗战时期,政府在重庆即由中央设计局等机关拟就五年建设计划,胜利以还,本亟应付诸实现,惟以交通运输等各种关系,致未开始。本人於抗战时即已积极参加此项建设计划之工作。建设本为全国性者,不应偏重一区而忽视他区,然此不过为最初一五年计划,并非长久全盘之策,仅为开始而已。且目前建设所需之资本,必须假借外款,所借外款,必须诚心偿还,是以在短期内欲全国各区同时平均建设,自为财力人力所不许,故必先别其成分之轻重,选择最切要而最易成功之区
