As we all know, the health service is a social welfare service in which the government implements certain welfare policies. A new round of medical reform clearly put forward that public health services should be paid by the government; basic medical services should be paid by the government, society and individuals; special medical services should be paid by the patients themselves. The gradual equalization of public health services, one of the five major tasks of medical reform, is the most prominent highlight of the welfare of medical and health services because all members of the society enjoy equal standards of service content and service charges uniformly prescribed by the government
