The Third Plenary Session of the 18th CPC Central Committee that just concluded put forward the overall objective of improving and developing the socialist system with Chinese characteristics and advancing the comprehensive and deepening reform of the state governing system and the modernization of governance capabilities. Put forward the major theoretical point of giving play to the traction of economic system reform, promoting the conformity of production relations with productivity, superstructure and economic base, and promoting the sustained, rapid, and healthy economic and social development. Distinct reform ideas not only reflect the fact that our country has been in the primary stage of socialism for a long time, but also insist that the key issue of keeping development in harmony with development remains the solution to all the problems in our country.
