目的了解实施儿童预防接种信息化及维持其正常运转所需成本,为实施推广提供依据。方法采用分层整群抽样方法,在江苏、浙江、河北、湖北、甘肃、云南省的12个市、29个县疾病预防控制中心和519个乡(镇,下同)卫生院开展问卷调查。结果调查地区实施成本平均15 252.17元/乡,全国实施成本约需6.72亿元;实施直接成本构成中,人员工资成本比例最高,平均占43.1%。信息系统运行中,年故障频次平均2次/乡,年故障排除成本平均224.9元/乡,全国每年故障排除费约需991万余元;培训支出335.31元/(次.乡),全国约需1 478万余元;手工录入年平均需35.64小时/乡,需劳务支出平均206.49元/乡。结论政策和经费支持是儿童预防接种信息化管理顺利开展的必要条件。东部地区实施成本低于中西部。就长期而言,实施儿童预防接种信息化管理有助于控制成本。
OBJECTIVE To understand the cost of implementing vaccination of children and the cost of maintaining their normal operation, and provide the basis for the implementation of the promotion. Methods A stratified cluster sampling method was used to conduct questionnaire survey in centers of disease prevention and control of 29 counties in 12 cities of Jiangsu, Zhejiang, Hebei, Hubei, Gansu and Yunnan Provinces and 519 townships (towns and villages in the same below). Results The implementation cost of the surveyed areas averaged 15,252.17 yuan per township, and the national implementation cost was about 672 million yuan. Among the direct cost components, the highest proportion of the staff cost of wages was on average, accounting for 43.1% of the total. In the operation of the information system, the annual failure frequency averaged 2 times per township, the annual troubleshooting cost was 224.9 yuan per township, and the annual nationwide troubleshooting fees required about 9.91 million yuan; the training expenditure was 335.31 yuan / (times. 14.78 million yuan; manual entry required an average of 35.64 hours / township, labor service expenditure average 206.49 yuan / township. Conclusion The policy and financial support are the necessary conditions for the smooth implementation of informationization management of vaccination in children. The cost of implementing the eastern region is lower than that of the central and western regions. In the long run, implementing information management for vaccination of children helps contain costs.
