The SARS outbreak has revealed that China lacks sufficient experience in coping with large-scale public crises. What is even more important is the lack of a professional crisis warning and handling mechanism that follows legal procedures. In this respect, the experience of the United States is worth emulating. The crisis response system in the United States is governed by the federal contingency plan.
