哈尔滨市城区防洪工程存在标准低 ,质量差 ,堤线布置不合理 ,路桥严重阻水等许多亟待解决的问题 ,基础渗漏问题就是其中之一 ,无法满足城区防洪要求 ,特别是 1998年特大洪水 ,给国家财产造成了重大损失。经松辽委单独批复 ,哈尔滨市城区堤防消险加固截渗工程采用高压喷射灌浆方案 ,经围井检查 ,所检测的各项指标均满足设计要求 ,说明设计采用高喷灌浆工艺构筑截渗墙技术合理 ,达到城区堤防截渗的目的 ,为类似工程提供了宝贵经验
