随着社会主义市场经济体制的建立和机关精简机构的逐步实施,一些部门合、减、撤、转,统计力量受到了削弱;一些企业为适应市场经济的需要,也在压缩非生产性机构和人员,统计机构或合、或并、或转,统计人员不再是专职,而是身兼数职;再加之企业转换经营机制,变国有为民营或股份制,以及各种所有制经济成份的实体崛起等影响,使统计部门与基层单位的统计资科(包括统计报表)报送渠道和报送关系趋于复杂化,出现了统计工作没人管。拒报、迟报、满报统计数字的现象时有发生,造成统计数字失真、失实,给各级领导进行宏观决策带来了不利影响。如何摆脱这种不利局局,保障统计数字的及时性、准确性,为各级领导和有关部门进行宏观监测和微观分析提供可靠的数据。笔者认为建立基层单位统计报送审签字制变势在必行。在实践中笔者有以下体会:

The phenomena of reporting of refusals, delays and reported statistics have occurred from time to time, causing the statistics to be distorted and inaccurate, which has adversely affected the macro decisions made by leaders at all levels. How to get rid of this unfavorable situation and ensure the timeliness and accuracy of statistics so as to provide reliable data for macro-monitoring and micro-analysis by leaders at all levels and relevant departments? The author believes it is imperative to set up statistical reports on the examination and approval of basic units of grass-roots units. In practice, I have the following experience:
