扶贫专项贷款包括扶贫贴息贷款和项目开发贷款。国家安排拨出扶贫项目开发专项贷款,是国家八七扶贫攻坚计划的重大举措之一。管好用好这两项贷款,不仅是农发行和代理行农行义不容辞的职责,同时对于帮助贫困地区走向共同富裕,体现社会主义本质,稳定全国具有重要的政治意义。投放扶贫专项开发贷款是为了开发贫困地区的资源,促进不发达地区的经济发展,解放贫困地区的生产力,解决我国8000万人的温饱问题,完成消灭绝对贫困的历史任务。而资金保证无疑是完成这项任务的最重要条件,假如无资金投入,谈扶贫、开发便是“无米之炊”。有资金投入而不加强管理用好扶贫、开发资金,是不能达到预期目的。因此
