七届全国人大代表、辽宁省省长李长春近日向记者谈到,辽东半岛经济开放区的工作规划正在拟订,鼓励外商前来合作的优惠政策即将公布。在参加沿海经济发展战略中,辽东半岛这列“开放列车”将凭借资源、工业和技术上的优势,在富有“辽东特色”的开放之路上,加速驶向国际市场。 辽东半岛经济开放区包括沈阳、大连、鞍山、盘锦、营口、辽阳、丹东和锦州等8个大中城市及其所属的16个县,总面积5.3万公里。李长春说,辽东半岛开放的主体设想可概括为:一个龙头、两手齐抓、三个示范区、四个基地、五口通商。 一个龙头。以大连为开放龙头,使其成为国际金融、旅游、贸易的中心城市,成为东北地区开放的窗口。
