晚清社会有点儿怪,一方面政治糜烂、民生凋敝、时局混乱;另一方面以监督为天职的报业相当繁荣,《苏报》、《中国日报》、《京话日报》、《中外日报》、《新闻报》、《申报》等,都是当时非常有影响的纸媒。《京话日报》是官宦子弟彭翼仲变卖家产、典当衣服于1904年8月创办的。办报伊始,彭翼仲就定下了两条规矩,一是让报纸的语言彻底通俗,以便文化不高的普通市民看得懂;二是替老百姓说话,为老百姓办事。
