浙江永嘉县是红十三军的发源地,有着光辉的战斗历程。在改革开放中,永嘉县市场经济之活跃,商品经济之发展,一直走在全国前列,取得了世人瞩目的成就。更令人惊喜的是:国防后备力量建设与经济发展同步齐飞,推出闻名全军的四大改革举措:创办预备役军人学校、兴办以劳养武企业、征收兵役义务均衡负担费和建立国防福利基金会。永嘉县委、政府的历届班子重视武装工作,以关心支持国防后备力量建设为己任,涌现出许多党管武装的先进个人。这里刊登的永嘉县县委书记徐令义便是其中的一位。
Yongjia County, Zhejiang is the birthplace of the Red Army, has a glorious battle. In the course of reform and opening up, the market economy in Yongjia County has been active and the development of commodity economy has been at the forefront of the country and has achieved world-wide attention. What is even more surprising is that simultaneously with the rapid development of economy, the national defense reserve forces have launched the four major reform measures well-known to the entire army. They have set up reservist military schools, set up enterprises that employ workers to support their armed forces, balanced the burden of collecting military service obligations, and established national defense benefits foundation. Yongjia county government, the government’s previous groups attach importance to the armed work, to care for and support the building of national defense reserve forces as its own duty, there are many advanced armed individuals. Xu Lingyi, the county party secretary of Yongjia County, is one of them.
