当前军队政治工作面临的阶段性特征是:高举旗帜已成为全军的共同意志,但党的创新理论武装仍是一项长期艰巨的战略任务;思想政治建设坚强有力,但意识形态领域争夺人心的斗争更为尖锐复杂;军事斗争政治工作准备扎实推进,但与遂行多样化军事任务要求仍存有一定差距;科学发展观的指导方针牢固确立,但制约发展的思想观念和症结问题依然存在;新生代官兵构成军队建设主体,但其思想和行为的独立性、选择性、差异性明显增强;政治工作法制化规范化建设日趋完善,但影响发展的政策机制性障碍依然存在;我军军事文化建设取得长足进步,但“两大环境”衍生的负面影响不可低估。
