维护群众利益是党和政府开展各项工作的出发点。我国目前处于社会转型期,由于利益多元化的客观存在,群众会因内部利益差异以及在利益界定中与党或政府有不同需求而产生利益诉求的动因。群众在利益诉求表达过程中有合作诉求和非合作诉求两种策略选择,相应的,党和政府针对群众利益诉求也有合作与不合作的策略选择。从实现群众利益最大化的角度出发,党和政府最佳的策略是与群众建立合作机制,以在此基础上进行利益协调和整合。
To safeguard the interests of the masses is the starting point for the party and the government in carrying out various tasks. At present, China is in the period of social transition. Due to the objective existence of diversified interests, the masses will motivate their interests because of differences in internal interests and the different needs of the party or government in the definition of interests. In the process of expressing interest demands, the masses have two options of cooperation and non-cooperation. Correspondingly, the party and the government choose cooperation strategies and non-cooperation strategies in response to the interests of the masses. From the perspective of maximizing the interests of the masses, the best strategy for the party and the government is to establish a cooperation mechanism with the masses so as to coordinate and integrate the interests on this basis.
