官员财产申报被认为是有效的反腐技术手段。从各国来看,虽然官员财产申报工作进度不一,但都已经或正在进行此项工作。我国在官员财产申报方面也着手各种各样的尝试。很多制度的推行尽管为财产申报工作积累了一定的实践经验,但受到金融实名制、税制不完善、私有财产保护不足以及各级领导执行不力等多种原因,这项制度实际上效果并不理想。
Official property declaration is considered an effective anti-corruption technology. From all countries, this work has been or is being carried out although the progress of declaration of officials’ property is different. My country has also embarked on various attempts in the field of officials’ property declarations. Although many systems have accumulated some practical experience in declaring property, due to various reasons such as the financial real name system, the imperfect tax system, the insufficient protection of private property, and the ineffective implementation of leadership at all levels, the system has not actually achieved satisfactory results.
