概述了我国防护林建设取得的显著成效,强调其经营形势仍很严峻,存在的困难和问题也不容忽视。提出加强水土保持林和水源涵养林经营的5个方面的对策思考。加强防护林经营提出五5条建议,即端正指导思想,纠正防护林经营认识上的误区,遵循林业自然规律,积极开展防护林经营;开展全国和区域的林种规划,全面开展公益林的复查、勘测、评估,确保重点防护林体系工程建设正确健康发展;进一步理顺防护林管理体制,健全经营机制,保障经营者(特别是林农)的权、责、利,促进防护林可持续经营;建立不同类型的防护林可持续经营示范实验区,极积开展防护林经营技术的研究、试验、总结和推广;加快落实国家支持林业改革发展的政策措施,加大防护林经营扶持力度。
