介绍了辽宁省集体林权制度改革进展的基本情况、主做法和取得的初步成效。改革中将林地使用权和林木所有权同时还给林农,具体操作上全省采取分类改革、分区突破,配套协调推进的方式。通过改革,发展林业的动力增强,林农持续增收能力提高,辽宁村级集体经济实力增强,林业产业发展步伐加快。
This paper introduces the basic situation, main practices and initial achievements of the progress of collective forest tenure reform in Liaoning Province. In the reform, forest land use rights and forest ownership will be returned to forest farmers at the same time. In the specific operation, the province adopts a method of categorical reform, zonal breakout and supporting and coordinated promotion. Through reform and development, the impetus to the development of forestry has been enhanced; the ability of forest farmers to continuously increase their incomes has been enhanced; the collective economic strength at the village level in Liaoning Province has been strengthened; and the pace of development of forestry industry has been accelerated.
