Establishing and perfecting the system of military personnel training that integrates military with civilian forces and integrates the army with the people is an important strategic thinking of the 17th National Congress of the Communist Party of China on strengthening the building of an army’s personnel. We feel that reserve forces, under the dual leadership of military forces, should give full scope to this unique advantage and make extensive use of military resources to make efforts to enhance the quality and efficiency of personnel training.
