关于党的干部兼职化的讨论,至今已刊登了5期,先后发表了16篇文章。总的看,这一讨论是热烈的。许多同志从理论与实践的结合上,以理顺党政关系为出发点,发表了许多带有改革性的建议。目前,大多数同志已趋于下列看法:对党的干部兼职问题应坚持“宜兼则兼,宜专则专,不搞一刀切”的原则。现在的问题是,自从北京发生并平息了反革命暴乱以后,党的十三届四中全会明确指出要把加强党的建设和思想政治工作列为大事来抓。邓小平同志严肃地指出:“要聚精会神地抓党的建设,这个党该抓了,不抓不行了。”在7月召开的全国宣传部长会议上,李瑞环同志指出:“企业党组织一定要把思想政治工作作为自己的中心任务和首要职责,党委书记要用主要精力抓思想政治工作。”根据这些新的指示和精神,我们该如何认识企业党组织的重要地位和作用?企业党的干部兼职是否有利于加强党的建设?党委主要精力抓思想政治工作,这与过去提的场(厂)长对企业全面负责的要求是否一致?等等。这些问题都需要我们进一步统一思想,统一认识。所以,要将这场讨论继续深入下去,就要认真地学习四中全会文件,正确地,全面地理解四中全会精神。希望和欢迎有更多的同志参加争鸣,发表更好的意见。
The discussion on the part-time work of the party cadres has been published in five issues and has published 16 articles in succession. In general, this discussion is enthusiastic. Many comrades, from the combination of theory and practice, took the rationalization of party-government relations as a starting point and made many promises with reforms. At present, most comrades have tended to hold the following view: Part-time job issues for party cadres should uphold the principle of “should be both-minded and should be professionally employed and non-one-size-fits-all”. The problem now is that since the counterrevolutionary riots took place in Beijing and the time has come, the Fourth Plenary Session of the 13th Central Committee of the Party has explicitly pointed out that the task of strengthening party building and ideological and political work must be taken as a major issue. Comrade Deng Xiaoping solemnly pointed out: “It is time for the party to be fully committed to building the party. This party should be arrested and not caught.” At the national propaganda ministerial meeting held in July, Comrade Li Ruihuan pointed out: “The party organizations in enterprises must give thought Political work as its own central task and primary responsibility, party secretary to use the main focus on ideological and political work. ”In accordance with these new instructions and spirit, how should we recognize the important role and function of the party organizations in the enterprise? Is it conducive to strengthening party building? Party committees are mainly focused on ideological and political work, which is consistent with the previous request that field (plant) chiefs have overall responsibility for the enterprise? All these issues require us to further unify our thinking and unify our understanding. Therefore, to continue this discussion further, we must conscientiously study the documents of the Fourth Plenary Session and correctly and comprehensively understand the spirit of the Fourth Plenary Session.
