民盟北京市委委员、中国人民大学教授郑功成在北京市政协召开的“议政会”上,就北京市社会保障改革问题提出十点建议。郑教授认为,北京市的社会保障制度改革成就是很大的,但北京市社会保障制度建设的任务远未完成,包括保障体系还未真正规范和制度化、制度建设还未真正完全统一、监督机制与服务系统还未真正健全完善,等等。因此,还需要政府下更大的功夫。北京市也完全有条件在社会保障制度建设方面在全国先行一步。
Zheng Gongcheng, a member of the Beijing Municipal Committee of the Democratic League and a professor at Renmin University of China, made ten recommendations on the social security reform in Beijing on the “Political Council” convened by the CPPCC in Beijing.
