研究加强改革开放的宣传,不能不研究一个问题:怎样使改革开放的宣传具有说服力,从而达到最大限度地动员群众投入改革,保证改革成功的目的。回顾一下以往改革宣传中的一些经验和教训,对我们进一步搞好当前改革的宣传是很有好处的。1987年—1988年,新闻界曾经大规模报道过张兴让的“满负荷工作法”。但时过不久,“满负荷工作法”就在人们心目中淡忘了,宣传效果也就可想而知了,这是不是有违宣传的初衷?应该承认,张兴让在本单位的改革是成功的,“满负荷工作法”收到的效果也是明显的。对当时很多企业的职工,一个班只干两三小时的活,也不能不说是一个冲击。如果我们的企业都真能这样去做,真正达到了满负荷,也一定会大大提高劳动生产率。但是,就在当时报纸上正宣传“满负荷工作法”时,不少企业中就有这样的议论:“我们倒想满负荷,有活儿吗?”因为我们的不少企业,经营
