随着现代社会生活节奏的加快和危险因素的不断增多,应急管理(Emergency Management,或DisasterManagement,Disaster Relief)已经越来越成为各国政府及世界组织的工作必不可少和重中之重的一环。制定适当的应急预案(Contingency Plan)是避免人民群众因意外事件造成生命和经济财产损失的关键。
With the accelerating pace of life in modern society and the increasing risk factors, Emergency Management (or Disaster Management, Disaster Relief) has increasingly become an indispensable part of the work of governments and world organizations in various countries . Establishing a proper contingency plan is the key to avoiding the mass loss of lives and economic and property caused by unexpected events.
