一、外资项目实际履约到资率低。据统计,外商协议投资总额到1994年底达到2990多亿美元,而实际到位金额只有900多亿美元,资金到位率不足三分之一。不少外资企业只是为了享受优惠政策而冒牌设立。资金严重缺位,使企业难以正常运行。
First, the actual performance of foreign-funded projects to low rates. According to statistics, the total investment in foreign agreements reached over 2990 billion U.S. dollars by the end of 1994, while the actual amount in place amounted to only over 90 billion U.S. dollars and the funds were in place for less than one-third. Many foreign-funded enterprises only set up fake licenses in order to enjoy preferential policies. A serious lack of funds, making it difficult for enterprises to operate normally.
