The “2008-2012 Work Plan for Establishing and Perfecting the System of Punishing and Preventing Corruption” promulgated by the Central Committee of the Communist Party of China clearly states: “We should unswervingly push forward the fight against corruption and building a clean government with a focus on improving the system of punishment and prevention of corruption.” System work plan has five distinct characteristics: First, scientific. The proposal of combating corruption and building a clean government fully embodies the new vision of guiding the party building with the scientific development concept and an important manifestation of the anti-corruption and pro-establishment of the scientific outlook on development. It requires us to consciously follow the objective
