国有企业改革的关键,是在现代企业制度下通过两大管理系统的密切配合,实现党组织与企业法人治理结构的融合;应明确党组织参与决策的范围,规范党组织参与决策的程序和途径。党组织要围绕企业决策,积极做好职工思想政治和文化宣传工作,确保企业决策目标的实现。
The key to the reform of state-owned enterprises is to achieve the integration of the corporate governance structure between the party organization and the corporate governance through the close cooperation of the two management systems under the modern enterprise system. The party organizations should be clearly involved in the decision-making process and regulate the procedures and approaches for their participation in decision-making .
