学者们往往整天讨论如何改革乡镇,调整它们的职责,但是很少有人研究乡镇到底从事了哪些工作,这些工作是否是分内之事。从深层次考察,这也反映了人们忽视乡镇行政过程的规律性,如果以一年作为一个观察的时间段,归纳乡镇的主要事务是如何展开的是一项有意义的研究。对乡镇行政年历的研究坚持了“过程—事件分析”的策略,通过个案研究将静态的乡镇行政职责转化为动态的行政过程,我们会发现一年之内乡镇领导人工作的主要内容、他们开展工作的方法,并得出值得反思的结论。
Scholars often talk about how to reform townships and adjust their duties all day long. However, very few people have studied whether the townships and townships are engaged in any work and whether these efforts are part of the internal affairs. From a deep investigation, this also reflects that people neglect the regularity of the administrative process in a township. If one year is taken as an observation time period, it is a meaningful study to summarize how the major affairs of a township are carried out. The study of township administrative calendar adheres to the strategy of “process-event analysis”. Through the case study, the static task of township administration is transformed into a dynamic administrative process. We will find the main contents of the work of township leaders within a year, The way they work, and draw conclusions that are worth reflecting on.
