目前,我国改革开放已进入了一个关键时期。建立社会主义市场经济新体制,实现社会主义现代化,迫切需要广大党员、干部了解和掌握现代科学技术知识。日前、中共中央办公厅发出了《关于组织广大干部学习现代科学技术知识的通知》。为紧密配合这一学习,满足广大学员和读者的需要,本刊从这期起开辟《科技窗》专栏,邀请有关专家学者撰文,力求深入浅出地介绍现代科学技术的基础知识,在实践中的应用及发展的趋势。本期特邀请由科学出版社和中共中央党校出版社出版的《现代科学技术基础知识》一书的编委之一孙学琛同志撰写了这篇文章,以供广大学员和读者学习。
